Future COTS type programs should lead to a contract award or other tangible outcome. Expecting participants to raise large sums of money with no guarantee of government business on the back end is very difficult.

 

6. Do you think the NASA COTS program could be improved? If so how?
NASA could clearly identify a portion of the market that will be the domain of the private sector. There’s been some move towards this with the delay of the CEV cargo vehicle and current COTS efforts, but it’s not definitive enough to convince investors to bring the necessary money to the table.

 

7. What do you see as the biggest barrier/obstacle to commercial space?
of entry and the potential competition from NASA.

 

8. What do you think is the most important thing that NASA could do to support and promote commercial space?
Stop competing for the same work share as the private market (e.g., MPLM vs. SPACEHAB module, GSFC carriers vs. SPACEHAB/Astrium carriers).
