Program sufficient funds for more than two winners of each competition.

NASA’s insistence on owning and operating what it can buy from the private sector, such as zero-g training flights.

ISS crew and cargo flights.

Issue an RFI/RFP for commercial solutions to remove orbital debris, or make this a Centennial Challenge prize… assuming sufficient funds are made available. Same for a LEO demo project for Space-based Solar Power arrays beaming to Earth.
